NW AL Scanner Platform v090 - Incident Command Quick Add

CHANGES
- Incident Command now auto-sends every newly created incident to the existing TV /api/calls feed.
- Existing manual Send Initial TV Alert button remains available as a retry/manual control.
- Added CrimeRadar Quick Add importer to Incident Command.
- Paste a CrimeRadar incident-detail URL and click Import to prefill editable incident fields.
- Server-side CrimeRadar importer only accepts CrimeRadar domains and incident-detail URLs.
- Import captures headline, AI summary, city/location when detectable, category, audio URL/duration, transcript, and timestamped transcript segments.
- CrimeRadar source/audio/transcript metadata is retained on the TV call record for future NWAL dashboard/video workflows.
- Broadcast V3 remains on the existing /api/calls architecture. Added compatibility for suppressInterrupt/suppress_interrupt flags for future active-only calls; normal new incidents continue existing interrupt behavior.
