NW AL Scanner Platform v089 - Hazcams Lightning Primary + Fail-Safe Status

Changes from v088:
- Hazcams realtime lightning JSON is now the primary platform lightning source.
- Legacy WeatherBug Spark remains available as a fallback; dormant GLM fallback remains third.
- Core /api/lightning and /api/lightning/status now expose the selected provider and feed health.
- Lightning dashboard no longer treats a failed feed as ALL CLEAR. It displays DATA UNAVAILABLE / HOLD.
- Broadcast Automation does not evaluate missing lightning as zero lightning.
- If an automatic lightning takeover is already active and the lightning feed fails, the takeover is held until healthy data returns rather than automatically clearing on missing data.
- Tenant lightning_provider values changed to hazcams.
- No broadcast layout redesign and no radio-intelligence changes were made in this build.

Test:
1. Stop v088 with STOP_PLATFORM.bat.
2. Extract v089 into a NEW folder.
3. Start with START_PLATFORM.bat.
4. Open the Lightning Dashboard.
5. With a healthy Hazcams response, the feed banner should say Live feed connected even when there are zero strikes.
6. Open Broadcast Automation and verify Lightning Provider reports Hazcams Realtime Lightning.
7. If the upstream is intentionally blocked/unavailable, the lightning safety card should say DATA UNAVAILABLE rather than ALL CLEAR.
